OXFORD United will face Wigan Athletic in Sky Bet League One next season after their appeal against a points deduction failed.
The Latics finished 13th in the Sky Bet Championship, but were hit with a 12-point deduction after going into administration last month.
Legal action was taken in an attempt to overturn the decision.
However, an independent panel upheld the penalty, meaning they - rather than Barnsley - will be in the third tier next term.
An independent Arbitration panel has ruled that @LaticsOfficial’s 12-point deduction for entering administration last month will stand after dismissing the Club’s appeal against the sporting sanction.
