OXFORD City Council received ten complaints about councillors from one person between April and May this year.
However, the council did not uphold any of the complaints.
An independent investigation found that the complainant, who was unhappy with the performance of nine different councillors over the last two years, was not 'vexatious' or 'malicious'.
A total of 16 complaints against councillors were received by the city council between October 2020 and June 14 this year.
Of these, 14 were found to need no further action, one was dismissed, and another is on hold pending a criminal investigation.
