Oxford City Council however refused the planning permission, with an appeal now submitted to the Secretary of State against the decision.
The appeal is being dealt with by an exchange of written statements between Mr and Mrs Greenhill, and the council, and will be decided by an inspector appointed by the Secretary of State.
