The Robins survived an early scare when Tom Fountain's second minute header hit the crossbar.
Owen then fired over a minute later and then dragged a left footer wide after five minutes.
Simon Fitter's powerful strike flew narrowly wide before Owen's 17th goal of the season left Evesham in the driving seat.
