AND while we think of the Big Society, the plight of Mark Payne, a disabled man living in a tent by Oxford Canal should shame us all.
There is no one organisation that can be faulted for the situation of this man. But, as he faces potentially killer freezing temperatures, do we really want to live in a society where this happens?
