Bypass litter 'a disgrace'

LITTER along the Oxford Eastern Bypass has been branded a disgrace by a man who has called for urgent action to clean the area.

But Oxford City Council says mounting an operation to clear up the mess would cost too much.

David John, 70, said the state of the verges between Heyford Hill and Rose Hill roundabouts needed immediate attention.

Mr John, of Observatory Close, Benson, travels along the stretch of road to supermarkets and is baffled why the city council has not cleaned it up.

He said: "The sides of the roads are absolutely covered with litter. It looks like a dumping ground.

"I have never seen anything like this anywhere else, it is an absolute disgrace and I cannot understand why the council have not done something about it.

"Can you imagine what anyone coming into the city for the first time thinks when they see that mess? It looks bad and gives a very poor first impression of Oxford."

Mr John, a retired community psychiatric nurse, contacted the council to ask why the verges had not been cleaned, but was disappointed with its reply.

He said: "They said cleaning the verges would require the road to be closed, which would be far too disruptive to traffic and would cost too much.

"It makes me angry because they surely must be able to clean it some time."

Mr John is not the first person to raise the issue.

Last year, we reported how residents of the Rose Hill estate felt litter along that stretch of road had become a problem.

Stuart Price, 32, of Hunsdon Road in Rose Hill, said: "I work in Botley and use the ring road to get to work every day.

"That particular stretch is by far the dirtiest along the the ring road, there are empty cans, bottles and plastic bags all over the place.

"It looks absolutely awful and while I accept it is motorists causing the problem, it is the council's responsibility to tidy it up and they obviously are not doing that."

In March last year, West Oxfordshire District Council collected more than 12 tonnes of rubbish from verges in just 26 days.

The city council admitted the cost in cleaning up the roadside verges on the Eastern Bypass had prevented it from taking place on a regular basis.

A spokesman said: "In order to carry this out safely, a large-scale traffic management operation needs to take place while the work is undertaken.

"This obviously has quite significant cost implications.

"We hope the huge efforts being made by people taking part in OxClean over the weekend of March 14-16 will remind people of the environmental damage caused by disposing of litter inappropriately."

I agree that this part of the ring road is a mess, but how can it be said that the road would need to be closed...Surely it can be done off peak when the traffic is lighter, or funnel the traffic into one lane ? Only today I saw two men in high vis gear walking on the edge of the A34 picking up litter, much more dangerous than the ring road...

Sainsbury have a responsibility to pay for the cleaning, it is all carrier bags and sainsbury packaging. They cannot be allowed to take all the profits and not give back to the community

Its no better on the A34 between Abingdon and Hinksey hill. Looks like a landfill site. I complained to the council (White horse this time) and was told that health and safety prevented them from working so close to the road there. I suggested night time lane closures etc, but didn't get any feedback.

Ideal job for community service penalties especially if someone is actually penalised for littering. Sainsburys could ferry them to and from pick-up point but a lot is due to people picking up more bags than needed and leaving the rest in their basket. The verge is wide for most of the way and a lot of the litter is on the fence anyway.

It never ceases to amaze me how people like Jon, can blame Sainsburys for this mess! It people who make the mess Jon by throwing it out of their cars. Between the rose hill roundabout and the heyford hill roundabout, especially when the traffic is slow. I personally have seen people on many occasions throw rubbish out of their cars. On one occasion I beeped my horn and flashed my lights at the car driver in front of me because, as the traffic was crawling along he was continuously throwing out bits of rubbish from his car. This driver actually got very agresive with me. Some people out their seem to think they have the right to behave in any manner they want regardless of the consequences. People ignorant ways on discarding litter is not the fault of sainsburys or any other retailer.

Many areas of roadside around Oxford are a complete disgrace. Areas around Pear Tree and the Wolvercote roundabouts have litter everywhere. Surely this is spotted by visiters/tourists to the city and in turn has a effect on their opinion of the place.

Why do idiot motorists think it is ok to chuck litter out of their car windows in the first place?!?! Morons!

I agree that large retailers like Tesco and Sainsbury should help foot the bill for such clean up areas near their stores, as most of the cr*p is from there shops!

I agree with Peter T, that it's not the supermarket's fault, but the individuals who think it's acceptable to throw litter onto the ground rather than taking it home or putting it in a bin.

They should install CCTV along that stretch of the ringroad, and fine all cars caught throwing litter, then use that money to pay someone to clean it up, or get those on community service to do it. I drive along this stretch of road everyday, and often see people throwing bottles, cigarette butts and crisp packets out the window.

The state of the A34 between Oxford and Abingdon is disgusting - what must visitors think. Do our councillors, local MPs and their representatives go along with their eyes closed as they do not seem interested or bothered with the problem. Other councils in the the country seem to cope with cleaning so why not ours?
