Travellers remain at a North Oxford park-and-ride site well over a week since they first arrived.
Some 20 caravans set up at Water Eaton park-and-ride, near Oxford Parkway station, on Tuesday December 5 and have not yet moved on.
The County Council is taking legal action to try and remove the caravans but has not given a timescale for resolving the issue.
Paul Smith, spokesman for Oxfordshire County Council, said: "Our legal team is lodging paperwork to help us apply for a county court summons to seek repossession of the land."
A seperate group of about 10 caravans arrived at Pear Tree park-and-ride in North Oxford a few days after the group occupied the Water Eaton site.
