BIN collection targets are due to be drastically cut after council officers said they were no longer achievable.

Kier Group was at first expected to miss no more than 6.25 bins per 100,000 in West Oxfordshire District Council's area but that figure is expected to be changed to 40 per 100,000.

Targets for the amount of household waste heading for landfill sites may also be increased to bring them more in line with national figures.

Members of the district council’s environment overview and scrutiny panel discussed the changes at a meeting last week but they have still to be agreed by the cabinet.

A report discussed by the committee recommended the changes as part of a review of the council’s Performance Indicators (PIs) which are used to monitor services.

The original targets set by council bosses was for no more than 6.25 bin collection misses of residual – or non-recyclable – waste and eight misses of recycled waste per 100,000.

But officers now say these figures are unrealistic and not achievable.

The latest figures for contractors Kier revealed 33.32 misses for residual waste and 11.28 misses for recycling.

Targets for the previous contractor, Veolia, were set at 15 and 25 respectively.Chairman of the committee Cllr James Mills said: “We’re updating the Performance Indicators because we want them to reflect the situation on the ground.

“We want happy residents, and one of the most visible ways people see how the council is performing is through bin collections so we must keep missed collections to a minimum.

“There are instances where there will be misses due to the weather or breakdowns but we want to keep the service levels up.”

Councillors are being asked to bring the performance levels in line with the Vale of White Horse and South Oxfordshire district councils, which are classed as top performing in terms of recycling, at 40 misses per 100,000 for both residual and recycling waste.

Oxford City Council does not separate figures for household and recyclable waste and recorded 31.24 missed collections per 100,000 in 2013/2014 for both household and recyclable waste.
