Why is someone doing more than twice the speed limit not punished more-what excuse is there for this motorcyclist?

There are plenty of excuses, pulled out for an airing every time the question of speed comes up. They are usually to do with 'the natural speed of the road', 'revenue-raising exercises' and so on.

Perhaps the bumpiness of London Road prevented his speedo from registering properly?

As a biker myself this speed is unacceptable, ok we may occasionally sneak over the designated speed limit but this does us bikers no favours, big fine and points should be the punishment.
