Police set up a number plate recognition camera at a service station and scanned more than 1,000 vehicles in two hours.
Operation Motor was held at the Welcome Break services off the M40 on Thursday between 10.30am and 12.30pm in a bid to tackle fuel theft.
The Automatic Number Plate Recognition (ANPR) camera scanned 1,089 number plates but no vehicles that had been registered as suspicious were spotted.
A total of 14 drivers were found not to have the right documents – with seven vehicles having no insurance, three no registered owners, and four no road tax. Six drivers were also given on-the-spot £100 fines for not wearing seatbelts.
