I think Bounds Green traders have an exaggerated idea of how dreadful parking restrictions are.

For example, Shirish Sheth feels he is going to have to close Bounds Green Press when the CPZ starts. When I take things to be printed, I either park in the private parking area outside his shop or, illegally, on the yellow line round the corner.

I don't see how the CPZ can make this situation more difficult. In fact, if the yellow line is replaced by permission to park except between 10am and 12pm, it will surely make it easier.
